Does she not have travel insurance ? She should be sorted if she does. If not she should contact her credit card company or bank and see if they can help her under the services paid for yet not received clause.
Either way when you are booking a holiday ALWAYS have travel insurance it has helped me out a couple of times over the years. Get it before you book not just before you go.
